Abstract

The utilization of information technology in public services has become an urgent need, including in handling reports of People with Mental Disorders (ODGJ), which are often managed manually and are not well documented. This study aims to design and develop a web-based ODGJ reporting system using the Laravel framework and Leaflet JS at at the Civil Service Police Unit and Fire Department of Madiun City to accelerate, facilitate, and document the ODGJ report handling process accurately. The method used is the Waterfall with stages of requirement analysis, system design, implementation, and testing using Black Box Testing. The developed system features online reporting with GPS-based location mapping, a report monitoring Dashboard, report verification, follow-up handling by officers, and notification features to accelerate report response. The test results show that the system functions according to user needs with a responsive and user-friendly interface, supporting a more transparent and structured report handling process. This system is expected to become a solution in supporting the Smart City program and improving public services in Madiun City.
