Abstract

Early literacy and disaster mitigation are two essential competencies that should be introduced in the early years of elementary education, particularly in disaster-prone regions. However, these two domains are often taught separately, limiting opportunities to develop literacy skills through meaningful real-life contexts. This study aimed to develop SahabatSiaga.com, a web-based learning platform that integrates disaster mitigation education into beginning literacy instruction for first-grade elementary school students. This study employed the ADDIE instructional design model, consisting of analysis, design, development, implementation, and evaluation. The website was first validated by content, language, and media experts. It was then evaluated through one-to-one, small-group, and field-trials involving first-grade elementary school students. Data were collected through expert validation sheets, user response questionnaires, interviews, observations, and literacy tests, and were analysed using descriptive statistics. The expert validation results indicated that the website achieved an overall validity score of 90.41%, categorized as highly feasible. The one-to-one, small-group, and field-trial evaluations also demonstrated high feasibility, with overall scores of 97.35%, 88.44%, and 90.01%, respectively. In addition, the descriptive comparison of pre-test and post-test scores showed an improvement in students' literacy performance following the website’s implementation. These findings suggest that SahabatSiaga.com is a valid and practical digital learning medium with the potential to support beginning literacy development and disaster mitigation education for young learners.
