Madiun: Magister Study Program of Social Science Education, Postgraduate School, Universitas PGRI Madiun. Supervising Lecturer (I) Dr. Sudarmiani, M.Pd., (II) Dr. Yudi Hartono, M.Pd. Keywords: Character, Critical Thinking, Global Diversity, Nobar Bunga Bakal With the growing trend of globalization, education in Indonesia is facing the challenge of maintaining local cultural identity while remaining open to global values. Education must integrate local culture into the learning process to form students with global competitiveness while still grounded in national values. The aim of this research is to develop the "Nobar Bunga Bakal" learning model and analyze its validity, practicality, and effectiveness in enhancing critical thinking and global diversity character among grade IV students at SDN 04 Klegen. This study employs the Research and Development (R&D) method with the 4D development model, which includes the stages of Define, Design, Develop, and Disseminate. The target participants of this study are 5 teachers and 11 students at SDN 04 Klegen. Data analysis was conducted using descriptive quantitative methods. The results of the study indicate that the development of the "Nobar Bunga Bakal" learning model at SDN 04 Klegen using the 4D model proceeded smoothly and effectively. The syntax of the "Nobar Bunga Bakal" learning model consists of Nobar (Watch Together), Provide Examples, Sequence the Systematics, Narrate the Material, Use Supporting Media, Analyze Cultural Understanding Outcomes, and Bakal (Local Culture). The "Nobar Bunga Bakal" learning model is considered valid for use in the learning process at SDN 04 Klegen with a validity score of 90.4. The model is also deemed practical for implementation at SDN 04 Klegen with a practicality score of 89.5. The "Nobar Bunga Bakal" learning model is effective in enhancing critical thinking skills in grade IV students at SDN 04 Klegen, with 100% of the students demonstrating high critical thinking abilities. Additionally, the model is effective in improving the global diversity character of grade IV students at SDN 04 Klegen, with 100% of students displaying a high level of global diversity character. The improvement of critical thinking and global diversity character through the "Nobar Bunga Bakal" model has a significant impact on students in understanding and appreciating cultural, religious, and social diversity.
