Abstract
The development of the digital economy has opened up new employment opportunities for women as online motorcycle taxi drivers. However, this profession still faces various issues, such as vulnerability to violence, gender discrimination, and limited legal protection and empowerment. The Madiun City Government, through the GASPOL (Movement to Support Female Online Motorcycle Taxi Drivers) community, strives to enhance the empowerment and protection of female online motorcycle taxi drivers. This study aims to analyze the forms of empowerment and protection, as well as the obstacles encountered in implementing these measures for female online motorcycle taxi drivers in Madiun City. This research is an empirical legal study employing a qualitative approach and a constructivist paradigm. Data sources consist of primary data obtained through in-depth interviews with local government officials, GASPOL administrators, and GASPOL members, as well as secondary data comprising laws and regulations, literature, and supporting documents. Data collection techniques involved interviews and document studies, while data analysis utilized qualitative descriptive analysis with a socio-legal approach. The research results indicate that: First, empowerment is carried out through skills training, economic capacity building, gender equality education, and raising legal awareness. Second, protection is provided through legal outreach, assistance, advocacy, and workplace safety education. Third, obstacles encountered include limited regulations regarding digital platform workers, low legal awareness, limited program resources, and persisting social stigma against female online motorcycle taxi drivers.
