The Application of PEMILU (General Literacy Habituation) to Improve Student Learning Achievement in Teaching Procedural Text Writing Skills in Grade V at SD Negeri 3 Paringan, Jenangan District, Ponorogo Regency. Thesis. Madiun: Master's Program in Indonesian Language and Literature Education, Graduate School, PGRI University Madiun. Advisors (1) Dr. Dwi Rohman Soleh, S.S., M.Pd., (II) Dr. Agung Nasrulloh Saputro, M.Pd. Keywords: PEMILU, General Literacy Habituation, writing skills, procedural texts, elementary school students. This study aims to improve procedural text writing skills through the application of PEMILU (General Literacy Habituation) in fifth-grade students at SD Negeri 3 Paringan, Jenangan District, Ponorogo Regency. The background of this study stems from the low writing skills of students caused by the lack of variety in learning techniques, minimal writing practice, and the assumption that writing is a difficult skill. This study used a qualitative approach with the Classroom Action Research (CAR) method, which was carried out in two cycles. Each cycle consisted of the stages of planning, implementation of actions, observation, and reflection. Data were collected through writing tests, observations, interviews, journals, and documentation. The results of the study indicate that the application of PEMILU significantly improves students' procedural text writing skills in terms of structure, content, language use, and creativity.
