Indonesian Master of Language and Literature Education Study Program, Post Graduate Program, Universitas PGRI Madiun, Advisor I) Dr. Panji Kuncoro Hadi, S.S., M.Pd.; (II) Dr. Agung Nasrulloh Saputro, M.Pd. Keywords: reading, starters, media, and letter cards This research aims to describe and explain (1) teacher activities in the process of using letter card media to improve the initial reading ability of class I students at SDN Doho, Dolopo District, Madiun Regency, (2) student activities in the process of using letter card media to improve initial reading ability. class I students at SDN Doho, Dolopo District, Madiun Regency, and (3) student learning outcomes in the process of using letter card media to improve the initial reading skills of class I students at SDN Doho, Dolopo District, Madiun Regency. This research is classroom action research using three cycles . The results of this research are (1) teacher activity at SDN Doho, Dolopo District, Madiun Regency has increased. In the implementation of cycle I the average value of teacher activity obtained was 3.25, then in the implementation of cycle II the average value of teacher activity increased to 3.5 and in the implementation of cycle III the average value of teacher activity was obtained, namely 3.6. (2) student activity during learning using letter card media has increased. In cycle I the average value of student activity was 3.4. In cycle II the average value of student activity was 3.54 and in cycle III the average value of student activity was 3.57. Student activity in the learning process using letter card media increases each cycle as expected, and (3) student learning outcomes increase each cycle. In the implementation of the first cycle learning process, there were 5 students who achieved the KKM, and an average score of 60.45 was obtained with a percentage of 45.45%. In the implementation of cycle II there were 7 students who achieved the KKM with an average score of 71.36 with a percentage of 63.63% and in the implementation of cycle III there were 10 students who achieved the KKM with an average score of 74.09 with a percentage of 90.90%.
