Abstract

Communication is a fundamental human need, including for individuals with visual and hearing impairments. However, differences in how they receive and convey information often create barriers to direct communication and require an intermediary. This study aims to design and develop an Android-based mobile application that facilitates communication between visually impaired and deaf individuals using Speech-to-Text and Text-to-Speech technologies. The system was developed using the Waterfall methodology, comprising requirements analysis, design, implementation, testing, and maintenance. The application was built in Kotlin on Android Studio, integrating the Android Speech Recognizer API to convert speech into text, the Android Text-to-Speech Engine to convert text into speech, and Firebase for real-time data synchronization between devices. It operates on two connected Android devices: the visually impaired user's device sends voice messages converted into text, while the deaf user's device receives them as text and replies with text converted into speech, enabling two-way communication. Testing was conducted using Black Box Testing to ensure all functions met the requirements, along with User Acceptance Testing involving one visually impaired and one deaf participant at SLB Negeri Banjarsari Wetan. The results show that the application was successfully developed, all core features functioned properly in the Black Box testing, and all main task scenarios were completed successfully with a 100% success rate in the direct testing. This application is expected to serve as a more effective communication medium, enhance the independence of visually impaired and deaf individuals, and support more inclusive communication accessibility.
