Abstract
This study aims to analyze compliance with mandatory licensing requirements for Nutrition Service Units (SPPG) and to analyze the optimization of the implementation of the Free Nutritious Meals Program (MBG) through compliance with licensing requirements in the Taman Kota Madiun subdistrict. The research method used is empirical legal research employing a legislative approach, a conceptual approach, and a case study approach. Data collection was conducted through literature review and interviews, followed by qualitative analysis. The results of the study indicate that the majority of SPPG have met licensing requirements, such as articles of incorporation, foundation approval decrees, Taxpayer Identification Numbers (NPWP), Business Identification Numbers (NIB), land use permits, Building Construction Permits (PBG), Hygiene and Sanitation Compliance Certificates (SLHS), and halal certificates. However, compliance with Hazard Analysis and Critical Control Points (HACCP) certification remains suboptimal. Local governments play a role in facilitating the acceleration of licensing compliance, while the National Nutrition Agency (BGN) provides guidance and oversight regarding the legal compliance of SPPG. Optimization of the MBG Program’s implementation is achieved through accelerating the fulfillment of all licensing requirements, improving compliance with standard operating procedures (SOPs), conducting periodic monitoring and evaluation, raising awareness about licensing, and fostering synergy among the BGN, local governments, partner foundations, and SPPG. The recommendations from this study are that the BGN and local governments improve coordination, oversight, and public awareness regarding licensing compliance, while SPPG administrators need to fulfill all legal and certification requirements to ensure legal certainty, food safety, and the sustainability of the Free Nutritious Meals Program.
