Provide recommendations for effective learning models to integrate local social issues in Indonesian language learning. This study uses a qualitative approach with a classroom action research design. Data collection techniques are carried out through observation, interviews, documentation, and assessment of student learning outcomes. Data analysis uses the Miles and Huberman model which includes data reduction, data presentation, and drawing conclusions. The results of the study show that 1). The implementation of Indonesian language learning based on local social issues in grade V of SD Negeri 1 Tawing is carried out through the stages of observing social phenomena in the surrounding environment, group discussions to develop ideas, and creative assignments that require written expression of ideas 2). Students also experienced an increased awareness and sense of responsibility for social issues in their environment. 3). The most effective strategies in developing and implementing this learning model included identifying relevant local social issues, integrating observation and case analysis activities, collaborative group discussions, and creative assignments emphasizing social reflection. The results showed significant improvements in two main aspects: Student Activity: Increased from "Poor" (average 44.58%) in the pre-cycle to "Quite Active" (71.62%) in Cycle I, and reached "Very Active" (86.25%) at the end of Cycle II. Student Response: The average class score increased from 43.25 in the pre-cycle to 70.25 in Cycle I, and reached 85.50 at the end of Cycle II. The classical completion rate at the end of Cycle II reached 100%. The research conclusion shows that utilizing local social issues can build students' awareness to work together and interact with their peers.
