Abstract

The establishment of the National Nutrition Agency through Presidential Regula-tion Number 83 of 2024 represents the Government's effort to strengthen the na-tional nutrition policy. However, the establishment of this institution raises sev-eral juridical issues concerning the President's authority, the conformity with the hierarchy of laws and regulations, and the potential disharmony with Govern-ment Regulation Number 17 of 2015 concerning Food and Nutrition Security. This study aims to analyze the establishment of the National Nutrition Agency from the perspective of the harmonization of laws and regulations and to examine its juridical implications for food and nutrition governance in Indonesia. This research is normative legal research employing the statutory approach and the conceptual approach. Primary, secondary, and tertiary legal materials were col-lected through library research and analyzed qualitatively using a descriptive-analytical method. The results of this study indicate that, first, the establishment of the National Nutrition Agency through Presidential Regulation Number 83 of 2024 formally falls within the President's authority in administering government affairs. However, from a juridical perspective, it still raises issues concerning the harmonization of laws and regulations, particularly regarding the conformity of the type, hierarchy, and regulatory substance, as well as the potential disharmo-ny with higher-level legislation. Second, the establishment of the National Nutri-tion Agency has juridical implications for the effectiveness of food and nutrition governance in Indonesia, as it may lead to overlapping institutional authority, reduce legal certainty, and affect the effectiveness of coordination in national food and nutrition policies.
