Abstract
Juli (2025), Efforts to Improve Discipline and Performance of Teachers and Educational Staff through PEKO (Regulation and Commitment) at SD Negeri 02 Madiun Lor in 2025, Master of Social Sciences Education Study Program, Postgraduate Program, PGRI Madiun University. Supervisor (1) Dr. Nurhadji Nugraha, SPD, MM, (2) Dr. Yudi Hartono, M.Pd Keywords: PEKO, Discipline, Teacher and Tendik Performance This research aims to analyze efforts to improve the discipline and performance of teachers and educational staff (tendik) at SD Negeri 02 Madiun Lor through the implementation of the PEKO (Regulation and Commitment) strategy. This qualitative case study was conducted from August to October 2025. Data were collected through participatory observation, in-depth interviews with 12 informants (8 teachers and 4 tendik), and document analysis. Data analysis was performed thematically using the Miles & Huberman approach. The results show that the implementation of the PEKO model has brought significant changes. Improved discipline is evident in attendance rates increasing from an average of 87% to 98%, and the disappearance of chronic lateness and administrative negligence. In terms of performance, teachers are better prepared for teaching, lesson plans are more structured, learning is more active, and the average PKB score rose from 3.2 to 3.8. Tendik also showed notable improvements: administrative staff processed documents faster, janitors were more diligent, operators uploaded data more quickly, and librarians were more active in promoting books. These changes are not only quantitative but also qualitative, marked by a growing collective awareness that discipline and performance are shared responsibilities. The success of PEKO is supported by three key factors: (1) consistent and fair implementation of regulations, (2) commitment building through the headmaster’s role modeling and ongoing mentoring, and (3) a proportional and educative reward and punishment system. This model is effective because it integrates two crucial dimensions: external structure (regulations) and internal drive (commitment). Thus, the PEKO model proves to be an effective human resource management strategy in elementary schools to comprehensively enhance educational quality.
