Abstract
The structural role inequality experienced by female civil servants in Madiun City is a significant issue, given that their predominant numbers and high educational levels are not reflected in strategic positions. This study aims to analyze the influence of self-efficacy and ethical leadership on the level of work engagement of female civil servants in the region. The research approach used was quantitative with an explanatory method. Primary data were obtained by distributing questionnaires to female civil servant respondents. Data collection was conducted using a survey, while data analysis used multiple linear regression using SPSS version 25 software. The results show that self-efficacy has a positive and significant influence towards work engagement, indicating that an individual's confidence in their abilities can increase involvement in work. Furthermore, ethical leadership was also shown to have a positive and significant influence towards work engagement, indicating that leadership that upholds ethical values can create a work climate that supports employee engagement. Overall, both variables simultaneously contribute to increasing the work engagement of female civil servants. These findings have important implications for human resource management in the public sector, particularly in creating a bureaucratic system that is more equal, inclusive, and empowers female employees.
