Keywords: reading, starters, media, and picture cards This study aims to describe (1) the application of picture card media can improve the beginning reading ability of class 1 Nglayang students, Jenangan District, Ponorogo Regency and (2) the learning outcomes of class 1 Nglayang students, Jenangan District, Ponorogo Regency in learning to read beginning using picture card media. This study is a classroom action research with two research cycles. The results of this study are (1) the application of picture card media can improve the beginning reading ability of class 1 SD Negeri 1 Nglayang students, Jenangan District, Ponorogo Regency. In cycle I, the average score of students was 71.36 which when categorized into a scale of five is in the moderate category and the average score of cycle II increased to 86,36 which when categorized into a scale of five is in the good category. This means that there is an increase in the beginning reading ability with the application of picture card media in class 1 Nglayang students, Jenangan District, Ponorogo Regency, and (2) the learning outcomes of class 1 SD Negeri 1 Nglayang students, Jenangan District, Ponorogo Regency in learning to read beginning using picture card media have increased. This is proven in cycle I, there were 5 students (46%) who completed the beginning reading using picture card media in class I of SD Negeri 1 Nglayang, Jenangan District, Ponorogo Regency. and in cycle II, there were 9 students (82%) who completed understanding the beginning reading skills with the application of picture card media in class I students of SD Negeri 1 Nglayang, Jenangan District, Ponorogo Regency
