Abstract
This study examines the validity of Letter C in 2026 and the completeness of documents for initial land registration according to Government Regulation Number 18 of 2021. Although this document was initially used for tax administration purposes, in practice, people use Letter C as the basis for proof of ownership. This raises legal issues. The purpose of the research is to find out the legal validity of Letter C for the first land registration in 2026 according to Government Regulation Number 18 of 2021. The topics discussed are (1) the concept of first land registration (2) Letter C before the enactment of Government Regulation Number 18 of 2021 (3) the validity of Letter C for the first land registration in 2026 according to Government Regulation Number 18 of 2021 (4) Completeness of documents in 2026. The type of juridical-normative research uses a statutory approach by analyzing Law Number 5 of 1960, Government Regulation Number 24 of 1997, Regulation of the Minister of ATR/BPN Number 3 of 1997 and Government Regulation Number 18 of 2021. Library research data collection. Qualitative data analysis techniques. The analysis shows that the Letter C document cannot be considered proof of land ownership, but rather as initial evidence or guidance that must be converted through the initial land registration process in accordance with Government Regulation Number 18 of 2021. The conclusion is that the public should immediately register their land before 2026 to obtain legal proof of ownership in the form of a certificate.
