Abstract

The transformation toward Digital Government requires public information services to be integrated, interoperable, secure, and reliable. This study aims to develop a target Technology Architecture (to-be) for the digital public information services of the Public Information and Documentation Management Officer (PPID) of Magetan Regency using The Open Group Architecture Framework Architecture Development Method (TOGAF ADM). A descriptive research approach was employed, with data collected through observation, interviews, documentation studies, literature reviews, and questionnaires administered to seven respondents. The research stages included identifying the existing condition, analyzing organizational requirements, conducting a gap analysis, modeling business processes using Business Process Model and Notation (BPMN), and developing Technology Architecture recommendations. The results showed that the mean scores for Service Integration, Data Interoperability, Service Accessibility, Process Efficiency, and Information Security were 2.50, 2.75, 3.68, 2.96, and 3.46, respectively, with an overall mean score of 3.07, which falls into the moderate category. Based on these findings, a Technology Architecture was proposed consisting of Compute Technology, Data Storage Technology, Network Technology, Platform Technology, Integration Technology, Database Technology, Security Technology, and Monitoring and Logging Technology. The recommendations were developed in two implementation levels, namely minimum and ideal, to accommodate different organizational capacities and budget availability. The evaluation results indicate that the proposed architecture is aligned with the characteristics of Digital Government, including digital service integration, data and service interoperability, data and information management, information security, reliable digital infrastructure, and digital service governance. The proposed Technology Architecture is expected to serve as a reference for PPID of Magetan Regency in developing technology infrastructure that supports the transformation of public information services toward Digital Government
