Abstract

This research examines media framing regarding the neutrality of the State Civil Service (ASN) during the 2024 Election campaign. This study analyzes news presentation by Tempo, Kompas TV, and Metro TV. The research methodology combines normative-juridical and empirical approaches, including comparative media content analysis and public perception surveys. The focus of the analysis includes the implementation of Law no. 40 of 1999 concerning the Press and Law no. 5 of 2014 concerning State Civil Apparatus. The results revealed significant variations in framing between media. Tempo highlighted the regime's alleged systematic efforts to mobilize ASN, Kompas linked violations to feudalistic culture and the patronage system, while Metro TV focused on reporting concrete findings. This media framing has a substantial impact on public perceptions about the neutrality of ASN and the effectiveness of the constitutional system. Apart from that, the implementation of press freedom still faces complex challenges, including intimidation of journalists, which can affect the role of the media in checks and balances mechanisms. Furthermore, violations of ASN's neutrality during election campaigns have been proven to have serious implications for the legitimacy of government, the constitutional system and democratic principles. Media reporting not only reflects political reality, but also has the potential to shape public opinion and influence voter behavior. Researcher's suggestion is the importance of the commitment of all stakeholders in building the foundations of a legitimate, stable and democratic government after the 2024 elections.
