Abstract

The phenomenon of children in conflict with the law (ABH) is an issue that requires attention because it relates to the protection of children’s rights and the future of the nation’s next generation. This study aims to identify the profile of ABH cases at the Madiun Class II Probation Office (Bapas) for the 2022–2025 period, analyze the contributing factors, and examine efforts to address and prevent them. This study employs an empirical-juridical method with a descriptive-analytical approach. Data were collected through interviews and documentation, then qualitatively analyzed based on relevant laws and regulations. The first indicates that ABH cases at the Madiun Class II Correctional Facility are predominantly related to theft, violence, violations of emergency laws, sexual intercourse with a minor, and traffic accidents. Second, the contributing factors include internal factors such as low self-control and legal awareness, as well as external factors such as family, social environment, education, economic status, and social media. Third, intervention and prevention efforts are carried out through community-based research, mentoring, guidance, supervision, diversion, legal education, and coordination with various stakeholders.
