Zahra Nowal Zukby. 2026. Legal Review Of Collective Criminal Liability For Street Crimes Committed By Youth Groups In The Digital Era. Thesis. Law Department, Universitas PGRI Madiun. Advisor (I) Dr. Sulistya Eviningrum, S.H., M.H. (II) Dr. Siska Diana Sari, S.H., M.H. The evolution of digital technology has influenced the patterns of street crimes committed by youth groups via social media, thereby posing challenges to Indonesia's criminal liability system. This study aims to analyze legal provisions regarding criminal liability for jointly committed offenses, examine forms of collective criminal liability in street crimes involving youth groups in the digital era, and analyze associated law enforcement efforts. The study employs a normative legal research method utilizing statutory, conceptual, and case-based approaches, alongside a literature review of primary, secondary, and tertiary legal materials. The findings indicate that (1) criminal liability regulations for jointly committed offenses in Indonesia are based on the concept of participation (deelneming) found in the Criminal Code (KUHP) and the National Criminal Code, with liability determined by each perpetrator's specific role and level of involvement; (2) collective criminal liability in street crimes remains grounded in the principle of individual criminal liability, while provisions of the Juvenile Criminal Justice System apply to child offenders; and (3) law enforcement is carried out through preemptive, preventive, and repressive approaches, supported by the use of electronic evidence and synergy among law enforcement agencies, families, schools, and the community. The study recommends refining regulations, enhancing digital literacy, and strengthening coordination among stakeholders to prevent street crimes in the digital era.
