Abstract

Public information disclosure is a constitutional right guaranteed by law. However, its implementation continues to face various challenges, including public information disputes involving public bodies at both the central and village government levels. This study aims to analyze the legal basis for public information disclosure, the implementation of the duties and authorities of the Village Information and Documentation Management Officer (PPID) in Kebonagung Village, Balerejo District, Madiun Regency, and the obstacles and efforts in its implementation. This research employed an empirical juridical method with a descriptive approach, using statute and case approaches. Data were collected through library research, interviews, observations, and questionnaires, and analyzed qualitatively. The results indicate that, first, public information disclosure is governed by Law Number 14 of 2008 and its implementing regulations as the legal basis for public information services. Second, the implementation of the duties and authorities of the Village PPID has generally complied with Information Commission Regulation Number 1 of 2018 through the management, provision, and delivery of public information, although several duties concerning exempt information have not been implemented due to the absence of related requests. Third, the main obstacles include limited human resources, budget constraints, technical challenges in information management, and the absence of specific local regulations governing the guidance and supervision of Village PPIDs. Efforts undertaken include improving the capacity of village officials, optimizing information media, strengthening coordination, and enhancing local government policy support.
