Keywords: reading, starters, media, and picture cards This study aims to describe (1) the application of picture card media can improve the beginning reading ability of grade 2 students of SDN 1 Ngepung, Lengkong District, Nganjuk Regency and (2) the learning outcomes of grade 2 students of SDN 1 Ngepung, Lengkong District, Nganjuk Regency in learning to read beginning using picture card media. This study is a classroom action research with two research cycles. The results of this study are (1) the application of picture card media can improve the beginning reading ability of grade 2 students of SDN 1 Ngepung, Lengkong District, Nganjuk Regency. In cycle I, the average score of students was 76.14 which when categorized into a scale of five is in the moderate category and the average score of cycle II increased to 86.70 which when categorized into a scale of five is in the good category. This means that there is an increase in the beginning reading ability with the application of picture card media in grade 2 students of SDN 1 Ngepung, and (2) the learning outcomes of grade 2 students of SDN 1 Ngepung, Lengkong District, Nganjuk Regency in learning to read beginning using picture card media have increased. This was proven in cycle I, there were 17 students (62%) who completed the initial reading using picture word card media in class 2 of SDN 1 Ngepung and in cycle II there were 23 students (85%) who completed understanding the initial reading skills with the application of picture word card media in class 2 students of SDN 1 Ngepung.
