Abstract

ABSTRAC Eva Lailatun Ni’mah. 2025. The Implementation of a Literacy Program in Teaching Reading Comprehension for Fifth-Grade Students at SD Negeri 1 Jambi, Baron District, Academic Year 2025/2026. Keywords: Literacy Program, Reading Comprehension Learning, Indonesian Language Learning The literacy program has been officially implemented since 2015 as a mandatory national program; however, many schools have not yet fully executed it. This issue is evident both during class hours and break time, where students tend to spend their time playing or going to the canteen rather than visiting the library or reading the lessons to be studied. Furthermore, at home and in their surrounding environment, students are more often found using mobile phones rather than reading fictional or non-fictional books. This study aims to examine the implementation of the literacy program at SD Negeri 1 Jambi, Baron District; to identify the extent of its ongoing application; and to analyze students’ reading comprehension outcomes through the program. Additionally, the study seeks to identify the obstacles encountered during the implementation and provide solutions, as well as to offer a reference for other schools intending to apply similar programs. This research employs a qualitative approach with a phenomenological design, focusing on the real-life experiences of students, teachers, and the school environment in carrying out literacy activities. Data were collected through observation, tests, and interviews. The findings indicate that the literacy program at SD Negeri 1 Jambi has been systematically implemented through a 15-minute reading activity before learning begins, supported by facilities such as a library, interactive screens, and a conducive learning environment. The program has progressed from the habituation stage to the development stage through follow-up activities such as summarizing, group discussions, and reflection. Teachers play active roles as facilitators, models, mentors, and evaluators, contributing to the optimal execution of the literacy program. The impact of the program can be seen in the improved reading comprehension abilities of students, with 86% achieving very good and good categories, while 14% fall into the sufficient category, and none in the poor category. Students also demonstrated increased motivation, reading interest, and the ability to understand intrinsic elements of texts, main ideas, and important information.
