Abstract
As the amount of house hold waste that has not been optimally managed increases, the problem of waste management in urban areas, such as Madiun City, is becoming increasingly complex. One of the measures taken is to establish waste banks located in communities. However, there are still several issues hindering its implementation. These include low community participation, lack of coordination among stakeholders, and the absence of a flexible and sustainable management system. The objective of this study is to identify systemic issues in waste bank management, identify opportunities for improvement, and develop a participatory management model that aligns with social, economic, and environmental changes. Soft Systems Methodology (SSM) was used to analyze the problem structure and create a conceptual model. Adaptability was then assessed using quantitative and qualitative approaches. By involving managers, the community, and relevant stakeholders, this research was conducted at several waste banks in the city of Madiun. Differences in perception between parties, lack of financial incentives, and low environmental education are the main obstacles, according to the research results. Integration of technology and sustainable education, community empowerment, and cross-sector cooperation are important elements in the proposed model. This method is expected to build a more sustainable, adaptive, and economically and ecologically beneficial waste bank for the community.
