Abstract

The Sangiran Early Man Museum is one of UNESCO's world heritage sites. Its existence has the potential to promote the welfare of the local community. This study aims to examine how the zoning of the Sangiran Museum tourist area is currently being implemented and how this implementation is viewed from the concept of community-based tourism (CBT). The focus of this study is to determine the community's involvement in the management of the tourist area and to review whether the principles of CBT have been applied in the existing zoning system. This study uses a descriptive qualitative approach, with data collection techniques through in-depth interviews, field observations, and documentation studies. Research informants included museum management (MCB Sangiran), members of the Tourism Awareness Group (POKDARWIS), village government, and local tourism stakeholders. Data analysis techniques were carried out through data reduction, data presentation, and conclusion drawing using the Miles and Huberman interactive analysis model. The results of the study show that the Sangiran Museum area is currently divided into three main zones, namely the Core Zone, the Buffer Zone, and the Limited Development Zone. Zoning management still refers to the preservation system established in 1998, even though Permendikbudristek No. 17 of 2024 concerning the cultural heritage zoning system has been issued. The utilization of the development zone has been carried out through the active involvement of the village government, POKDARWIS, and the local community in building tourist facilities such as terminals, bus stops, and organizing cultural events. These activities are in line with the principles of CBT, which emphasize cultural preservation, community involvement, and the direct distribution of economic benefits to residents. This study concludes that area preservation and tourism development can go hand in hand if supported by strong regulations, strict supervision, and active community participation. Harmonization of policies and more integrated zoning planning are needed to maximize the sustainability of cultural heritage and community welfare.
