Optimization of the Scholarship Recipient Selection Process Through the Development of a Web-Based System Using the Rapid Application Development (RAD) Method at the Department of Education, Madiun Regency. Information Systems Study Program, Universitas PGRI Madiun. Advisors: (I) Dimas Setiawan, S.Kom., M.Kom., (II) Ridho Pamungkas, S.Kom., M.Kom. The scholarship selection process at the Madiun District Education Office is still conducted manually, leading to several issues such as lengthy processing time, potential data errors, and lack of transparency. This study aims to optimize the process by designing a web-based information system using the Rapid Application Development (RAD) method, which is fast, iterative, and adaptive to user needs. The system was developed with the Laravel framework and MySQL database, providing three main features: participant registration, document verification, and automatic ranking based on predefined criteria. Blackbox testing was applied to ensure that the system’s functionality met user requirements. The results show that the system successfully improves time efficiency, data accuracy, as well as transparency and accountability, making it an effective technological solution for the scholarship selection process in Madiun District.
