Abstract
The objectives of this study are: (1) To describe and explain the ability of social studies teachers at State Junior High Schools in Madiun City in developing teaching modules; (2) To describe and explain the ability of social studies teachers at State Junior High Schools in Madiun City in developing teaching materials; (3) To describe and explain the ability of social studies teachers at State Junior High Schools in Madiun City in designing assessments; and (4) Describe and explain the supporting factors and inhibiting factors of the ability of social studies teachers in junior high schools in Madiun City in developing learning tools (teaching modules, teaching materials and assessments). This research was conducted using a qualitative approach. While the type of research is qualitative descriptive research. The informants in this study were the Principal and Vice Principal for Curriculum and social studies teachers of junior high schools in Madiun City. The data collection technique in this study used interviews and documentation while the data analysis technique used qualitative descriptive analysis. The results of the study showed that: (1) the ability of social studies teachers in junior high schools in Madiun City in developing teaching modules can be categorized as quite skilled even though not all teachers can make teaching modules, this is a limitation of social studies teachers; (2) the ability of social studies teachers in junior high schools in Madiun City in developing teaching materials can be categorized as quite good even though not all teachers can make very good teaching materials or materials, this is a limitation of social studies teachers in Madiun City; (3) the ability of social studies teachers in designing is still lacking. In designing the assessment, the old technique is still used, namely by giving tests or doing homework. By giving initial tests, it can be used as an assessment in giving tests, and assignments that are done at home; and (4) driving factors consist of students' social studies learning motivation, social studies teacher creativity, social studies teacher innovation, social studies teacher competence, family environment and support, good school environment, and support from parents or guardians. Inhibiting factors include the lack of interest of students in learning social studies, the lack of competence and understanding of social studies teachers regarding the independent curriculum, and the lack of teacher ability in utilizing school IT facilities that can support learning.
