Zahrotun. 2025. Implementation of Key Performance Indicators (KPIs) as a Performance Measurement Tool for Village Government in the Community Complaint System (Case Study: Teguhan Village). Faculty of Engineering, Universitas PGRI Madiun. Advisor (I): Erny Untari, S.Pd., M.Pd. Advisor (II): Puguh Jayadi, S.Kom., M.Kom. Public complaint services are an important element in realizing transparent and accountable village governance. Manual complaint management processes often result in delays and a lack of systematic documentation. This study aims to design and develop a website-based public complaint system with the application of Key Performance Indicators (KPIs) as a tool to measure the performance of village governments, particularly in Teguhan Village. The system development method used is Rapid Application Development (RAD), which consists of three phases: requirements planning, design workshop, and implementation. The system was built using the Laravel framework and MySQL database. The KPIs used include report completion speed (VS), evidence completeness (VE), achievement volume (VC), and community assessment (VR). System evaluation using the black box method showed 100% success across all tested features, and the KPI method functioned normally and accurately calculated report completion speed based on the indicators. This system facilitates the community in submitting complaints and makes it easier for village governments to monitor and evaluate the performance of report handling objectively and measurably. The application of KPIs in this system enhances efficiency, accountability, and serves as a data-driven monitoring tool supporting continuous improvement in public service at the village level.
