Abstract
Early childhood development is a crucial aspect that must be regularly monitored to detect potential developmental delays as early as possible. The Pre Screening Developmental Questionnaire is one of the common tools used in such evaluations. However, at PAUD Anggur Winongo, the implementation of developmental screening remains limited due to dependence on community health center (puskesmas) services, which are not routinely or consistently scheduled. This study aims to design and develop an Expert System for Early Childhood Developmental Pre-Screening by applying the Forward Chaining and Certainty Factor methods, to assist teachers in conducting independent and regular screenings according to age recommendations. The Forward Chaining method is used to translate the standard KPSP rules into a rule-based system, while the Certainty Factor method is employed to accommodate uncertainty when users are unsure in answering. The system was developed as a web-based application using the Laravel framework and includes features such as login, child data input, questionnaire filling, dual screening results, history tracking, and PDF export. Test results show that the system functions properly based on Black Box testing and can be effectively used in real field conditions. Based on testing with 20 children, 80% of the screening results showed consistency between the two methods, while the remaining 20% differed due to variations in their inference mechanisms. This system is considered effective in helping teachers monitor children’s development more efficiently, accurately, and adaptively.
